BELLA II drives digital connectivity in Peru and Latin America

RedCLARA, a leader in developing advanced networks in Latin America, is advancing the region’s digital infrastructure expansion through BELLA II, a project co-financed by the European Union. This initiative aims to close connectivity gaps, deploy submarine cables, and strengthen national and international academic networks. Within this framework, the Ministry of Transport and Communications of Peru (MTC) and RedCLARA signed a Memorandum of Understanding (MoU) on February 4 to strengthen the digital ecosystem and promote innovation across Latin America and the Caribbean.

The agreement fosters the exchange of information, ideas, and proposals in telecommunications and ICT, focusing on key initiatives such as BELLA II. This project will enable direct connectivity between Latin America and Europe through advanced technologies, expanding cooperation opportunities and providing access to Europe's vast research and education capabilities.

The signing ceremony took place at the MTC headquarters, with the participation of Peru’s Vice Minister of Communications, Carla Paola Sosa Vela, and RedCLARA’s Executive Director, Luis Eliécer Cadenas. Narcisa Vladulescu, representing the European Union Delegation in Peru, attended as a witness.

Regarding the agreement, the Vice Minister stated: “We firmly believe that meaningful connectivity is key to the country’s socioeconomic development. Strengthening it requires coordinated efforts among multiple stakeholders, and this agreement reinforces our commitment to academic and research networks, facilitating access to advanced digital infrastructure to enhance science, education, and innovation in Peru.”

RedCLARA’s Executive Director emphasized that this Memorandum of Understanding marks the beginning of a closer collaboration with the MTC, strengthening Peru’s connection to RedCLARA and its digital ecosystem that supports science, education, and innovation.

This memorandum outlines a roadmap for developing collaborative projects, reinforcing the country's commitment to promoting education, research, and innovation.

The MoU will be valid for two years and automatically renewed to ensure continuity in efforts to advance ICT development and position the region as a leader in technology and innovation.

The TICAL 2025 conference, part of the BELLA Programme, will be a key event for discussing digital transformations and the implementation of new technologies. Participants will discuss blockchain, artificial intelligence, cybersecurity, and other areas that are actively changing education and research. Events like these help understand how digital solutions impact society and shape new models of interaction across a wide range of fields. However, digital transformations affect not only science and technology but also social life. One of the key challenges remains the successful integration of people who move to another country for various reasons. The adaptation of migrants is linked to language barriers, cultural differences, and the need for support. This experience is particularly valuable when it comes to creating digital tools that can facilitate the integration process. Ultimately, there is a direct connection between the ideas discussed at the TICAL 2025 conference and the social issues surrounding migration. Digital solutions developed within the BELLA Programme can become an effective tool for reducing adaptation difficulties and strengthening social cohesion. Therefore, discussion of new technologies cannot be separated from the real challenges faced by people moving to other countries.
