BELLA II: Consolidating and expanding the Latin American and Caribbean Digital Ecosystem

Driven by RedCLARA and the European Union, BELLA II strengthens the region’s innovation, competitiveness, and integration.
In its first two years, BELLA II has built collaboration networks, launched strategic projects, and expanded digital access through partnerships among governments, academia, the private sector, and international cooperation.
This is not just a connectivity initiative—it is a digital revolution that improves lives.
Now entering a new phase, BELLA II promotes flexible investment models, incorporates more countries, and expands the regional digital ecosystem with a sustainable, long-term vision.
Together, we are building a more integrated, equitable, and future-ready region.
