RedCLARA, a leader in the development of advanced networks in Latin America, is advancing the expansion of the region’s digital infrastructure through BELLA II, a project co-financed by the European Union. This initiative aims to close connectivity gaps, deploy submarine cables, and strengthen both national and international academic networks. Within this framework, the Ministry of Transport and Communications of Peru (MTC) and RedCLARA signed a Memorandum of Understanding (MoU) on February 4, with the goal of strengthening the digital ecosystem and promoting innovation across Latin America and the Caribbean.
The agreement fosters the exchange of information, ideas, and proposals in telecommunications and ICT, with a special focus on key initiatives such as BELLA II. This project will enable direct connectivity between Latin America and Europe through advanced technologies, expanding cooperation opportunities and providing access to Europe's vast research and education capabilities.
The signing ceremony took place at the MTC headquarters, with the participation of Peru’s Vice Minister of Communications, Carla Paola Sosa Vela, and RedCLARA’s Executive Director, Luis Eliécer Cadenas. Narcisa Vladulescu, representing the European Union Delegation in Peru, attended as a witness to the signing.
Regarding the agreement, the Vice Minister stated: “We firmly believe that meaningful connectivity is key to the country’s socioeconomic development. Strengthening it requires coordinated efforts among multiple stakeholders, and this agreement reinforces our commitment to academic and research networks, facilitating access to advanced digital infrastructure to enhance science, education, and innovation in Peru.”
RedCLARA’s Executive Director emphasized that this Memorandum of Understanding marks the beginning of a closer collaboration with the MTC, strengthening Peru’s connection to RedCLARA and its digital ecosystem that supports science, education, and innovation.
This memorandum outlines a roadmap for the development of collaborative projects, reinforcing the commitment to promoting education, research, and innovation in the country.
The MoU will have an initial validity of two years, with automatic renewal to ensure continuity in efforts to advance ICT development and position the region as a leader in technology and innovation.
