TICAL 2024: Connecting knowledge, AI, and data for academic and social transformation

In its 13th edition, the TICAL 2024 Conference arrives under the theme "Connecting Knowledge: AI and Data as Catalysts for Academic and Social Transformation," bringing experts and professionals from across Latin America and the Caribbean to Rio de Janeiro, Brazil, to discuss the challenges and opportunities of digital transformation in the region. Organized by RedCLARA, this event will cover seven key thematic areas: e-Science, Sustainability, e-Health, Security, Infrastructure, Services, and Culture.

From December 3 to 5, attendees will have access to 18 presentations and panels led by renowned international experts who will explore how artificial intelligence (AI) and data management can contribute to inclusive and sustainable development in Latin America and the Caribbean (LAC).

Aligned with the goals of the EU-LAC Digital Alliance and the BELLA II project (led by RedCLARA and co-funded by the EU), TICAL will offer a strategic space for sharing experiences among National Research and Education Networks (NRENs) and advancing regional goals to strengthen science, technology, and innovation. The conference aims to identify shared challenges and opportunities posed by digital transformation and outline the key elements for a common digital development agenda in the region.

Among the distinguished panelists is Dr. Ekaterina Kostioukhina, a medical doctor and expert in neuropsychology and cyberpsychology with postgraduate studies from Harvard University. Author of Cyberpsychology: Cyber Conflict or Hacked Democracies, Kostioukhina has extensive experience in training leaders and intelligence agencies in cybersecurity. Outlets such as MIT Policy Review and Forbes have recognized her work, positioning her as a leader in digital security and the application of neuroscience to technology.

Another notable guest is Dr. Seiji Isotani, Professor of Computing at the University of São Paulo and an associate researcher at Harvard University. A pioneer in using AI in education, Isotani has developed innovative methodologies like "AIED Unplugged," which has benefited thousands of students in underserved communities across Brazil. He is the president-elect of the International Society of Artificial Intelligence in Education and has played a key role in shaping educational public policies in Brazil.

Also participating is Dr. Ulises Cortés, Professor of Artificial Intelligence at the Universitat Politècnica de Catalunya (UPC) and coordinator of the high-performance AI group at the Barcelona Supercomputing Center. Cortés, recipient of the Mexican Distinguished Award and an Honorary Doctorate from the Universitat de Girona, brings expertise in AI ethics and data governance, along with participation in international groups like the Global Partnership on Artificial Intelligence (GPAI).

The TICAL 2024 agenda includes networking sessions on topics such as e-Health: The Role of Academia in Strengthening AI in Health, e-Science: Developing Open Science Ecosystems and Infrastructures in LAC, and Sustainability: Growth and Sustainability of Networks in a World of Global Transformations, among other topics fostering active discussion.
