The Latin American Cooperation of Advanced Networks invites strategic stakeholders from the telecommunications, digital infrastructure, and financing sectors to participate in the BELLA II project's Competitive Dialogue process for the BELLA II project, which aims to provide long-term connectivity to the RedCLARA infrastructure to Peru, Costa Rica, El Salvador, Guatemala, and Honduras, seeking to consolidate a robust digital ecosystem between Latin America, the Caribbean, and Europe.

With a strong focus on bridging the digital divide and enhancing infrastructure to support science, technology, education, and innovation, BELLA II (co-funded by the European Commission - Contract NDICI LA/2022/438-964) offers a valuable opportunity for transformative regional investment.
This call is aligned with BELLA II’s overarching objective of strengthening and expanding the digital ecosystem of Latin America and the Caribbean. This will enable cooperation between companies, research centres, educational institutions, and academic networks in line with shared strategic goals between the region and Europe. The initiative also aims to extend terrestrial connectivity to countries not yet fully integrated into the high-performance network that has linked Latin America and Europe via a direct submarine cable since 2021.
This procedure aims to design, build, and operate a long-term fibre-optic telecommunications system with a minimum 15-year lifespan. This system will connect Peru, Costa Rica, El Salvador, Guatemala, and Honduras to RedCLARA’s international backbone, particularly to the submarine cable linking Europe and Latin America.
The system must offer minimum capacities of 20 Gbps in Central America and 100 Gbps in Peru. Subject to technical feasibility and resource availability, a scalable approach with potential extensions to Mexico, the Caribbean, Paraguay, Uruguay, Bolivia, and Belize is envisaged.
Participation is open to organisations capable of designing, co-financing, deploying, and operating sustainable and innovative telecommunications solutions. RedCLARA seeks to establish partnerships combining technical expertise, innovative financial models, and a commitment to inclusive digital development.
This process will be conducted under the Competitive Dialogue procedure, following European public procurement regulations. This procedure enables the contracting authority and potential providers to engage early and in a structured way to jointly define the most suitable technical, financial, and operational solution.
