A New Alliance Drives the Digital Future of Costa Rica and Latin America and the Caribbean under BELLA II

San José, Costa Rica, October 14, 2025 – The Ministry of Science, Innovation, Technology, and Telecommunications (MICITT) and the Latin American Advanced Networks Cooperation (RedCLARA) have signed a Memorandum of Understanding (MoU) marking a new step in digital cooperation and advancing Costa Rica’s integration into BELLA II, the project that promotes connectivity, innovation, and scientific collaboration between Europe and Latin America and the Caribbean.

Nine Latin American Projects Advance in BELLA II Early Adopters Blockchain Program

Out of a total of 13 registered initiatives, nine projects from Colombia, Ecuador, Mexico, Bolivia, Brazil, and Guatemala advanced to the active phase of the BELLA II Early Adopters Blockchain Program, organized by RedCLARA and LNet. The program aims to promote the adoption of public-permissioned blockchain-based solutions across the academic, scientific, governmental, and entrepreneurial ecosystems in Latin America and the Caribbean.

Connectivity and Cooperation on the Agenda of the EU-LAC Digital Week

The BELLA II project, implemented by RedCLARA and co-funded by the European Union, was presented as a strategic initiative to reduce digital gaps and strengthen regional connectivity during the EU-LAC Digital Alliance Week 2025. The initiative aims to integrate countries such as Peru, Costa Rica, Guatemala, Honduras, and El Salvador into RedCLARA’s digital ecosystem, positioning itself as a driver of development, inclusion, and academic and scientific cooperation between the two regions.

BELLA II receives funding from the European Union through the Neighbourhood, Development and International Cooperation Instrument (NDICI), under agreement number 438-964 with DG-INTPA, signed in December 2022. The implementation period of BELLA II is 48 months.
