Now available for download in Spanish, the RedCLARA 2025 Annual Report highlights the key achievements, projects, partnerships and initiatives that have consolidated cooperation amongst Latin American academic networks as the main driving force behind digital cooperation for science, education and innovation in Latin America and the Caribbean.
Throughout 2025, the organisation strengthened its infrastructure, expanded its network of strategic partners and promoted new opportunities for the region’s academic and scientific communities. This is highlighted in his opening address by the Chair of RedCLARA’s Board of Directors, José Palacios, who commented on key milestones such as the expansion of partnerships for open science, the strengthening of regional services in areas such as cybersecurity and digital credentials, the growth of communities such as RUTE-ALC and Academia Copernicus, as well as the holding of TICAL2025 and the progress made by the BELLA II programme.
The annual report illustrates how RedCLARA -that runs BELLA II- has moved into a new phase of institutional strengthening, driving a strategy aimed at deepening cooperation with National Research and Education Networks (NRENs), whilst also consolidating the foundations of its 2026–2030 Strategic Plan and establishing a more agile organisational structure that is better attuned to the needs of its members.
Key milestones of 2025
One of the year’s greatest achievements was the consolidation of BELLA II, an initiative driving the expansion of digital infrastructure across Latin America, the Caribbean and Europe. Among its most notable results is the inclusion of Costa Rica as the first country to reach the 20 Gbps connectivity threshold, alongside significant institutional and technical progress in Peru, Guatemala, Honduras and El Salvador.
RedCLARA launched a new generation of regional testbeds in high-performance computing (HPC), blockchain and bioinformatics with artificial intelligence. These infrastructures enabled universities, research centres and organisations to develop and validate innovative solutions in advanced experimental environments.
The organisation strengthened its international profile through key cooperation agreements, including the Memorandum of Understanding signed with OpenAIRE and LA Referencia to promote open science and interoperability between Europe and Latin America. Furthermore, during TICAL2025, new partnerships were formalised with ENRICH in LAC and the company Calriz to promote innovation, digital transformation and bi-regional collaboration.
During 2025, RedCLARA significantly expanded its cybersecurity initiatives through threat intelligence exchange programmes, regional incident preparedness exercises, the deployment of collaborative tools and an intensive training programme for the RNIE. More than 7,000 cyberattack alerts were processed thanks to collaboration with European and American partners.
The report also highlights the strengthening of RUTE-ALC, which consolidated its regional leadership in digital health, welcomed new members, established specialist groups and developed training and exchange programmes that brought together experts from across the region.
Held in San José, Costa Rica, TICAL2025 brought together representatives from governments, universities, academic networks, multilateral organisations and technology companies under the slogan “Innovation that transforms”. The conference reaffirmed the role of digital cooperation as a driving force for science, education and innovation in Latin America, the Caribbean and Europe.
